LA Flex Scheme
Local Authority Flexible Eligibility (LA Flex) helps homeowners who are not in receipt of benefits to access ECO4 funding.
What is LA Flex?
LA Flex is a part of the UK Government’s ECO4 scheme that gives local authorities and councils the power to widen the eligibility criteria for the ECO scheme. This flexibility allows them to tailor energy efficiency schemes to their specific local area, helping those who are in fuel poverty but may not qualify for ECO4 through the standard benefit route.
If you are not in receipt of any of the main benefits, you may still be able to qualify for funding through your local council’s flexible criteria.
How Do I Apply?

LA Flex Qualification Routes
There are several routes to qualify for LA Flex funding. Your local council will have its own specific criteria, but the main routes are based on household income and health conditions.
Route 1: Low Income
You may be eligible if your total household gross annual income is £31,000 or less. This is assessed for all adult occupants in the property.
This route is designed to help households that are not receiving benefits but are still on a low income.
Route 2: Health Conditions
You or a member of your household may qualify if you have a medically diagnosed health condition that is made worse by living in a cold home.
- A cardiovascular condition: Heart Disease, History of Heart Attack, Atrial Fibrillation, History of Stroke
- A respiratory disease: COPD, Sleep apnoea, Asthma, Bronchitis
- Limited mobility: Blue Badge Holders, Arthritis, Neurological Conditions, Physical Disability Requiring Mobility Aids, Chronic Pain Conditions.
- Immunosuppression: Cancer, Autoimmune Diseases, Immunosuppressive Medications, HIV/AIDS.
